The Chairman of the Board of Directors of the Hydrocarbons Prices Stabilization Fund, better known in french as CSPH, Minister Luc Magloire Mbarga Atangana of Trade, has saluted what he describes as, internal promotion of Obam nee Oli Diane Valerie as Deputy General Manager of the CSPH. Appointed by the President of the Republic, H.E.Paul Biya last March 17, 2025, Obam nee Oli Diane Valerie was installed into her new functions last March 27, 2025 at the esplanade of CSPH Head Office in Yaoundé during a solemn ceremony chaired by Minister Luc Magloire Mbarga Atangana in the presence of Minister of State, Minister of Higher Education, Prof Jacques Fame Ndongo, Senator Robert Nkili, the General Manager of CSPH, Okie Johnson Ndoh, etc.

Speaking at the occasion, Minister Luc Magloire Mbarga Atangana said the Hydrocarbons Prices Stabilization Fund has once again been honoured by the President of the Republic. The Trade Minister urged staff of the Hydrocarbons Prices Stabilization Fund to collaborate with their new Deputy General Manager. He explained that Madam Obam is holder of a Master’s Degree in accounting, management control and finances from the Mediterranean University of Tunis and a Master’s Degree in Research on Financial Risk Management and Insurance from a University in France.
She was integrated into the public service in 2011 at the Electricity Sector Regulatory Agency, before entering the CSPH in 2018, the Minister further explained.
Asked whether there are recommendations or a message, the Trade boss said ‘‘no recommendations as such, because we don’t need them. She’s from the house. It’s just a message that comes out of this appointment. She’s a young lady, well-trained, with a full head, but above all, well done. She’s a woman, she’s young, she’s competent. The message that the Head of State sends to young people, to women”, he said.
Minister Luc Magloire Mbarga Atangana added that ‘‘but also, it’s an internal promotion, because she’s from the house. Her appointment represents hope for the youth and hope for women. And it’s the manifestation of the request of the Head of State, in the place of merit. From her background, from her course, we see that she combines all the skills. She also combines loyalty, the example of loyalty, of commitment. And that’s what we ask of young people. And it’s a positive signal for all the young people, for all the women in Cameroon.’’
