Under the auspices of the Director General of Hydrocarbons Prices Stabilization Fund better known by its French acronym as CSPH, Okie Johnson Ndoh, the sports season of this strategic institution charged with the task of guaranteeing citizens access to hydrocarbons products in the country irrespective of prices fluctuation in the world’s market has been launched.
Through these activities, officials say CSPH’s contribution to economic development of Cameroon and its support to government actions relating to the amelioration of the living conditions of citizens through the provision of petroleum products will be on the spotlight.
The sport season was launched with a walk in the streets of the nation’s capital that witnessed the participation of staff from the various services of CSPH under the coordination of the Head of Economic Affairs and President of the Sport and Cultural Activities of CSPH, Waziri Hassan Oumate as the personal representative of the DG.
Using the over three hours sport walk to consolidate the spirit of living together at CSPH as promoted by the Director General, Okie Johnson Ndoh, sons and daughters of Cameroon working at the Hydrocarbons Prices Stabilization Fund left their Warda Head Office and walked through the May 20th Boulevard, the Yoaunde Cathedral, Camair, Governor’s Office, Bastos New Road simplified Flyover, Texaco National Advanced Police School before finally returning home.
Punctuated with three sequences of intense physical exercises (two at CSPH Head Office and 1 at the Governor’s Office) led by senior sports officials in the country, the sports walk as described by some of the staff who spoke to The SUN like Njina Solange of the Technical Department of CSPH was aimed at “balancing a healthy body in a healthy soul to foster better performance. It is all about bringing colleagues together because we have a motto which says we live in oneness. By so doing we are keeping the company together.”
Talking to reporters, Waziri Hassan Oumate explained that “I am inviting my colleagues to consider this sport feast not just like a mere feast but as an opportunity for self-examination to make sure that the spirit of oneness reigning at CSPH be consolidated in such a way that as one team, we should perfect our services.”
On the objective to be attained this year under the leadership of Okie Johnson Ndoh, the Head of the Economic Affairs Department of CSPH, Waziri Hassan said “we are preoccupied with the provision of domestic gas in the country because today consumption stands at 115 tons in 2018. This year, we want to put at the disposal of households at least 125 metric tons of domestic gas. SONARA produces just 5 to 10% of this domestic gas and the rest is imported to meet home demand and it is CSPH that offers 80 to 90% support to importation just to satisfy the local demand. There is a gas production centre in Kribi which SNH has put at our disposal to contribute a little bit in the provision process. CSPH each year spends at least 35 billion FCFA on importation.”
He explained that the sport season at CSPH consists of “the walk which we used to kick start the season with. We shall immediately continue with basketball matches to be followed by football thereafter. We have a solid football team that participates in preparation of sport and cultural activities petroleum operators, thus, CSPH is ready to spring surprises when the sport season begins.
“All of these sports activities are intended to add more health to the staff of Hydrocarbons Prices Stabilization Fund. Here at CSPH, we are animated by team spirit especially as there is no spot of discrimination from all the socio-ethnic components of Cameroon working here as a family. Every Thursday, we observe a day of bilingualism at CSPH followed on Friday by CSPH day. Gender is also promoted here” Waziri Hassan stressed.
Historical evolution of CSPH
Created by Decree No. 74/458 of 10 May 1974 and adopted in the wake of the first oil shock, CSPH operated for several years as a “light structure”. Its management bodies were then made of Management Committee enjoying extensive powers for management. It was headed by a Director of price with the role of executing the decisions of the Committee who is supported in its mission by a service: Financial Commission responsible for the management control of the corporation. CSPH was then under the supervision of the Ministry of Commerce.
On 31st December 1980, by order No. 43, MINEP/ SG/ SAC, the corporation is extended with the establishment of the accounting and documentation Bureau. In January 1988, Decree No. 88/150 sets up a Steering Committee. Also, to ensure an effective and efficient management of CSPH, new organs are planned to be set up. A serious reform took place in 1998 with Decree No. 98/165 of 26 August 1998, reorganizing CSPH as a modern and autonomous institution whose operation obeys to public institutions classic rules of management.
Also, a Management Board entrusted with traditional powers and Management headed by a Director General assisted by a Deputy Director General and an external auditor were set up, (the CSPH Director General is now separate from the Director of price).
